Legislative Staff Attorney / Policy Analyst - Sacramento, CA

Job Responsibilities: Analyzes and drafts legislation, policy issues and proposals, governmental regulations, rules, and executive orders. Researches, analyzes and prepares recommendations, position papers, testimony and other documents; Participates in developing short- and long-term plans and strategies for legislative analysis and advocacy, preparing memoranda on potential and pending legislation. Meets regularly with state legislators and/or their staff, and attends hearings, press conferences, and relevant legislative meetings to submit written materials, to articulate MALDEF's position on issues and legislation, and to obtain information. Develops and maintains an appropriate network of ties to other organizations, experts, and interested and knowledgeable individuals with similar interests and goals, initiates and maintains coalitions, attends community events, and presents policy positions. Prepares reports of substantive legislative trends and relevant actions initiated taken to promote advocacy of positions, and any continuing efforts in coalition building, lobbying or legislative strategies, and maintains time sheets reflecting areas and advocacy work performed. Oversees the daily operations of the office and supervises paid and volunteer staff. Works closely with communications staff to develop media relationships to obtain press coverage for policy positions, and may participate in litigation as needed.

Requirements: For position as legislative staff attorney, law degree and active bar membership are required. For position as legislative analyst, J.D. or masters degree required. Undergraduate and graduate majors and courses directly relevant to civil rights and advocacy concerns are also desirable. Background in immigration issues a plus. At least 3 years progressively responsible experience in civil rights and public interest fields are required. Evidence of ability to apply legal or other training to legislative analysis should be available. Legislative experience a plus. Excellent research, writing, and communication skills required.

Regional Director of 2010 Census – Raleigh, NC

Job Responsibilities: In collaboration with other staff assigned to census-related programs, coordinates Census 2010 outreach, education, and media activities in North Carolina and other nearby states. Working with the National Census Director and media consultants, coordinates and disseminates MALDEF census promotional material within the assigned region including print, broadcast, and electronic media in English and Spanish. The Regional Census Director travels to areas outside of his/her home city with high hard-to-count scores to promote Census participation in other Southeastern states. Communicates regularly with MALDEF census, policy and legal staff to monitor Census 2010 policy and implementation in assigned region; maintains regional database of volunteers, cooperating organizations, and governmental and media contacts; and prepares weekly and quarterly reports of activities to the National Director of Census 2010.

Requirements: Bachelor’s Degree required. A minimum of 2 years public speaking broadcast media (radio or television) experience is required. Must have outstanding interpersonal skills and be able to form and maintain relationships and alliances. Strong analytical and problem solving skills required. Must be able to handle multiple tasks and to organize and prioritize workload efficiently. The successful candidate must be able to speak Spanish with a high level of fluency. Must have excellent public speaking abilities, and be able to articulate the importance of Latino participation in the Census 2010 to a wide variety of audiences in person, on television, on the radio and through public service announcements. Must have excellent computer skills and be particularly adept with electronic mail, word processing, database management, and spreadsheet software. Excellent verbal and written communications skills, with particular attention to detail and accuracy, are required. Valid North Carolina Driver License and automobile insurance required.

Salary:  $38,000 to $42,000 per year plus benefits. The successful applicant will be responsible for providing his/her own safe and secure workspace and will be required to sign a telecommuting agreement prior to beginning work.This position is funded through April 2010. Salary:  $18.85 to $20.80 per hour. MALDEF offers valuable internship opportunities for dedicated individuals who want to get involved in MALDEF's litigation, public policy, and community advocacy work. Law students are encouraged to apply for the competitive Law Clerk Summer Internship program. There are also internship opportunities available with the Parent School Partnership (PSP) program.
